I may be able to help a little. I used to use an acer aspire one with windows xp and it had a similar issue to the one you described. What you have to do is right click on the desktop then go into properties > the settings tab > then click the advanced button > another window will come up then from there select the monitor tab. You should then see a part where it says 'monitor settings' from there, unselect the option which says 'Hide modes that this monitor cannot display' .. Then select okay to save the option and you will have the window which will have 'Display Properties' and go back to the settings tab. From there you should be able to choose a higher resolution which will allow you to use Serato on the netbook.
Be reminded that you can only do this with XP, my netbook was upgraded to Windows 7 and that driver doesn't exist with that version of Windows or Vista. Only on XP. Also you might have to play around with the Display Drivers a bit like if you have recently done a Windows Update, the driver might have been upgraded and unavailable and you may have to roll back to a prior driver that allowed you to access that resolution.
Another thing to be mindful off is that because the screen is smaller, you will have to scroll up and down as the entire screen will not fit but allow you to play serato in the least.
There is a larger acer netbook with an 11.6 screen which has resolutions higher than the required one for serato built in, just in case you have to upgrade at any time.
